Flock Launches Agentic AI Assistant Jay for UK Fleet Insurance

Flock, the London-based connected insurance provider for commercial motor fleets, has launched Jay, an agentic AI assistant embedded in its customer portal. Jay is available immediately to all Flock fleet insurance customers and to brokers placing business through the firm, at no additional charge.

The product is designed to answer natural-language queries from fleet managers about vehicle coverage, driver behaviour, claims status and safety scores. Rather than returning static reports, Jay interrogates live fleet data and returns responses framed around specific actions. It also operates proactively, surfacing emerging risks and sending daily alerts intended to prompt intervention before incidents lead to claims.

Flock says Jay was trained on more than one billion kilometres of real-world driving data and is configured to reflect the profile of each individual fleet rather than drawing on generic industry benchmarks. Supported queries span vehicle-level risk flags, month-on-month safety score comparisons and coverage-adequacy checks.

The product was piloted with 23 fleets drawn from parcel delivery, taxi, self-drive hire and trades. Flock reports that 87 per cent of pilot participants returned to the tool for subsequent queries. One operator, the company says, used Jay to identify that its most serious incidents were concentrated around a single road segment, a finding it would previously have required hours of manual analysis to surface.

Brokers who distribute Flock policies gain access to Jay across every fleet on their book, with the same analytical capabilities their clients hold. Flock positions this as a tool for client review and renewal conversations rather than a replacement for broker advice.

Chief executive Ed Leon Klinger said: “For the first time in UK fleet insurance, every customer now has their own expert: someone that knows their fleet inside out, works around the clock, analyses billions of data points on their behalf, and partners with them to help their fleet run well.”

Market context

The deployment sits within a broader shift in the commercial motor insurance market toward usage-based and telemetry-driven underwriting. Several UK insurers and managing general agents, including Zego and By Miles in adjacent personal and light-commercial segments, have moved toward real-time data pricing. Flock’s differentiation has historically been its integration of connected-vehicle data into both pricing and risk management, rather than using telematics only at quote stage.

The application of agentic AI to insurance operations is gaining attention across the sector. Most implementations to date have focused on back-office automation, such as claims triage and document processing. Positioning an agentic layer directly in the hands of end customers and broker users, rather than deploying it internally, is a less common commercial model and one that shifts the value proposition toward retention and loss-ratio improvement rather than pure operational efficiency.

From a regulatory standpoint, fleet insurance sits within the FCA‘s general insurance conduct rules, including requirements around fair value and the provision of information that enables informed decisions. An AI that surfaces coverage gaps or risk flags as part of the service could attract attention under suitability frameworks if its outputs influence policy decisions. Flock has not detailed the governance or audit trail underpinning Jay’s outputs.

The next meaningful milestones will be independently verifiable loss-ratio data from fleets using Jay over a full policy year, and whether broker uptake translates into measurable renewal-rate improvements.
